Twenty qualitative interviews with representatives<sup> <\/sup>of organizations from different policy sectors, levels of government<sup> <\/sup>and organizational legal entities were conducted at the beginning<sup> <\/sup>of a project for the promotion of physical activity among women<sup> <\/sup>in difficult life situations. Organizational support in developing,<sup> <\/sup>implementing and disseminating the project was documented over<sup> <\/sup>36 months.<\/p>\n<p>Results indicated that in most organizations, determinants<sup> <\/sup>were not favorable for health promotion policy action for physical<sup> <\/sup>activity among women in difficult life situations. Six organizations<sup> <\/sup>did not report any favorable determinant, and two organizations<sup> <\/sup>reported four. The other 12 organizations reported positive<sup> <\/sup>results for some of the determinants. Project work received<sup> <\/sup>support from 6 out of the 20 organizations. A case study of<sup> <\/sup>three organizations indicated that engagement or disengagement<sup> <\/sup>of organizations in health promotion policy actions might be<sup> <\/sup>partly explained by the theoretical model. The prospective assessment<sup> <\/sup>of organizational readiness in implementing health promotion<sup> <\/sup>policy is highly relevant for health promotion.
