Abstract:

Reducing marketing pressure of unhealthy foods towards children. A European network effort.

Extensive marketing of food and non-alcoholic beverages towards children have been documented across countries. The large majority of this marketing effort is for products high in fat and/or sugar. Children recognise this marketing effort, they are engaged by it, and there are studies demonstrating that it influences purchasing behaviour and consumption patterns. Thus, action to reduce the marketing pressure on children of food and non-alcoholic beverages has repeatedly been called for – in World Health Assembly resolutions, at WHO European regional level and at national level in several countries, including by the Nordic countries.

The WHO Regional Office for Europe has facilitated the initiation of region-wide action networks to ensure the followup of actions outlined in the Second WHO European Action Plan for Food and Nutrition Policy. Several countries were interested in a network on marketing to children. Norway took on the responsibility to lead and facilitate this network which currently includes 14 countries. The main objectives of the network is to protect children’s health through sharing experiences and best practices in order to identify and implement specific actions which will substantially reduce the extent and impact of all marketing to children of energy-dense, micronutrient-poor foods and beverages. Specific objectives, work to date and challenges towards developing an international set of recommendations on marketing of foods and non-alcoholic beverages to children will be presented and discussed.

Validity and repeatability of the EPIC physical activity questionnaire has been validated using accelerometers as an objective measure. Result: has acceptable measurement characteristics for ranking participants.

Sydney principperne nu på dansk

Nedenfor er de nye principper for regulering af markedsføring til børn oversat til dansk. Principperne er netop offentliggjort i en artikel i bladet Public Health Nutrition. Artiklen hedder Sydney Principles’ for reducing the commercial promotion of foods and beverages to children.

Vejledende principper for tilstrækkelig beskyttelse af børn mod kommerciel markedsføring af fødevarer og drikkevarer.

Initiativer til begrænsning af kommerciel markedsføring til børn skal:

1. Være en del af børns rettigheder. Regulering skal afstemmes med og støtte FN’s Børnerettighedskonvention og Rom deklarationen for verdens fødevaresikkerhed, som sikrer børn ret til den nødvendige mængde sund mad.

2. Sikre betydelig beskyttelse af børn. Børn er særligt udsatte i forhold til kommerciel udnyttelse, hvorfor regulering skal have tilstrækkelige sanktionsmuligheder for at sikre børn et højt beskyttelsesniveau. Alle dele af samfundet er ansvarlig for beskyttelsen af børn: forældre, det offentlige, organisationer og den private sektor.

3. Være forankret i lovgivning. Kun juridisk bindende regulering med tilstrækkelige sanktionsmuligheder har den nødvendige styrke til at beskytte børn mod målrettet markedsføring og de negative virkninger heraf på børns ernæring og sundhed. Frivillige ordninger iværksat af industrien er ikke designet til at nå dette mål.

4. Bygge på en bred definition af kommerciel markedsføring. Regulering skal omfatte alle typer af kommercielle henvendelser til børn (fx tv reklamer, trykt annoncering, sponsering, konkurrencer, spil, medlemsklubber, produktplaceringer, direct mail kampagner og internettet) og den skal være så fleksibel at den også omfatter fremtidige markedsføringsmetoder.

5. Garantere reklamefri omgivelser for børn. Regulering skal sikre at børns omgivelser i fx skoler, fritidsordninger, børnehaver og vuggestuer er fri for kommerciel markedsføring målrettet børn.

6. Omfatte grænseoverskridende markedsføring. Internationale aftaler er nødvendige for at regulere grænseoverskridende medier som fx internet, satellit tv, kabel tv og almindelige tv-signaler fra nabolande.

7. Inkludere evaluering, overvågning og sanktionsmuligheder. Regulering skal evalueres for at sikre, at de forventede effekter nås. Der skal gennemføres en uafhængig overvågning og overtrædelser skal udløse sanktioner.

Sidney principperne er lægger op til at aldersgrænser og produkt afgrænsning besluttes regionalt eller nationalt.

New global guidelines for changing marketing to kids should include a wide definition of commercial promotions and guarantee commercial-free childhood settings. And it needs to be a cross-border, evaluated, monitored end enforced effort.
